A. Yes and no.
When you delete a file on a hard drive or memory card, the data is not deleted. It just make the space that used to store the data is available to rewrite.
If you take picture after you delete the file, it is possible that the data got wrote on. However if you didn't take new picture, the data is still there.
Problem is you can't access those file normally. You will need a data recovery program to restore the files
