A. You should be very careful, a damaged DVD/cd will shatter if the disk is damaged, once the data layer is damaged then its not easy to get the information off, at home.

How can i recover data from a non working external hard drive. When turned on it makes a noise.?

A. It sounds like your hard drive is completely dead, as in the motor that spins it is shot. What you would need to do is take it to a professional and have them give it a try. They will probably crack open the drive, remove the platters/plates (where your data is stored) and slip it into a good case with a good motor and recover the data that way.
Data recovery is very hard, especially on dead drives, but do not give up hope. Pray that the metal plates are still intact and that it is just the motor that burnt out.
