A. You need a new harddrive, your local computer store (Bestbuy, if nothign else) can sell you one you can also buy them online. Just dont get to big, id stick with around a 120GB or 160GB.
MAKE SURE YOU HAVE A RECOVERY DISK AND BACK EVERYTHING UP! You will loose all of your data, because the harddrive is what stores all of your stuff.
Then follow this guide http://support.dell.com/support/edocs/systems/latd600/sm/hdd.htm replace the new harddrive the same exact way, the old was in. Put your recovery disk in, reinstall windows (its easy, and dell tech support will help you if you get stuck, or you can email me for help) reinstall any drivers, software, and then reinstall your backup.
Or you can buy a USB harddrive, Plug it into your USB port, and BAM your done. I like the Western Digital MyBook, have one sittin right next to me.

A. No, a system restore will not restore that data. That data is lost, im sorry. Im a network aministrator. A system restore ONLY restores settings of a computer to a prior time. If you actually want deleted data back you will have to use data recovery software. But this is a big job for such a little thing.
