Q. would any data on it be recovered as well? I am NO tech wiz, so please bear with me. Is the video, text, etc., data kept IN the cell phone itself? Therefore, would any of that data be retrievable?

Yes, generally everything is stored in the cell phone itself.

And, Yes, some of us can recover just about anything. How much depends on how long the phone was in the water:
1 day ~99% recovery
1 week ~ 75% - 99% recovery
1 month and more ~ variable from 0% to 99%

This also depends on how much the recoverer wants to spend. A government agency ( with nearly unlimited funds ) will have the best chances of getting the data back. Recovering data is an expensive / complex business that most people cannot afford.

I should have just said, "The typical cell phone getting submerged will have nearly all the data inaccessible to the common person."

The iPhone 3G on AT&T is:
Individual plan, 450 rollover minutes, 5000 night and weekends, unlimited data, unlimited AT&T mobile to mobile, etc.: $69.99 per month plus taxes. That's $39.99 for voice and $30.00 for 3G data service. Text messages is a separate charge. You can add 200 text messages for $5 per month or unlimited texting is $20.00 per month.

Additional fees include:
911 Service Fee: $0.20
Regulatory Cost Recovery Fee: $1.25

Then there are City, County and State Sales Surcharges that depends where you live. It might add up to maybe $6.00 to $8.00?

Lastly there is the Federal Universal Service Charge of maybe $2.25?

Of course you can pay more for more minutes, but you will get rollover minutes (you keep the unused minutes for up to a year).
