I accidentally "shift deleted" some important data from my PC. Is it possible to recover them?

A. It's not to late as long as your data has not been written over. A 'Shift + Delete' only bypasses the recycle bin, the data is still on your hard drive only not recognized by your O.S.

Q. I want to sell my mobile phone so i want to delete all my contacts and photos from my mobile permanently .How i delete all that can not be recover by any data recovery software?

If it has a sim card, I believe you can just remove that and you should be good, but as for smart phones like the iPhone, there is process on the device that you can restore to factory settings, where it wipes all the data and leaves nothing but the raw and cannot be recovered.
