A. Use either blank CD-R 's pr CD + R's, the later are a bit better but the earlier are more compatible with other player in other devices.

A. You need to make sure you create and have everything you need to restore/recover the OS. IF you are sure you have everything you need then it is ok to delete. I do not recommend you delete it unless you absolutely need the space. Hard drives are so cheap you can just buy an external drive for storage space.
How can I format my hard drive?
Q. I'm wanting to sell my computer, but first i need to format my hard drive. I have a recovery DVD so I can reinstall the OS and stuff after my hard drive is formatted. I think that I can format it by choosing to boot from the DVD, but i want to completely format it, so that no data can be recovered. Is there a program that i can download that will totally get rid of all the data on my computer?

A. Yes there is a program: DBAN (see sources below)
DBAN it, then do just as you said, use the recovery DVD, booting from the optical media drive.
